Arvind Kejriwal Summoned By Delhi Court After Probe Agency ED’s Complaint

A Delhi court has directed Delhi Chief Minister Arvind Kejriwal to appear on February 17 and explain why he has skipped five summons from the Enforcement Directorate, which is investigating alleged money laundering linked to the liquor excise policy scam case in the national capital.

Mr Kejriwal’s Aam Aadmi Party has said it is “studying the court order… and will take action as per law”. Party sources told NDTV “we will tell the court how the summons are illegal”.

The central probe agency last week filed a fresh complaint against Mr Kejriwal over his non-compliance. It said he, as a public servant, could not ignore the orders of a government agency.

The Aam Aadmi Party boss snubbed the Enforcement Directorate’s fifth call on February 2.

Mr Kejriwal skipped the January 19 summons too, declaring the notices from the agency – accused of acting under orders from the BJP-led centre to target rivals before the Lok Sabha election – to be illegal. He also skipped summons for November 2, December 21, and January 31.

He did not respond to the first because he was campaigning for the Madhya Pradesh election, and ignored the others citing various prior commitments, including a 10-day meditation retreat.

The party has slammed the ED’s actions as “politically motivated” and has complained that Prime Minister Narendra Modi’s “sole aim… is to arrest Arvind Kejriwal and topple the Delhi government”.

Mr Kejriwal was earlier questioned in this case – for nine hours – by the Central Bureau of Investigation; this was in April last year. He is not an accused so far. “CBI asked 56 questions (but) everything is fake. Am convinced they don’t have a single piece of evidence,” he had said.

However, two senior AAP members, including ex-Deputy Chief Minister Manish Sisodia, have been arrested. Mr Sisodia was arrested in February last year and Rajya Sabha MP Sanjay Singh in October.

The case refers to allegations the AAP government’s revamped alcohol sales policy allowed it to receive crores in kickbacks from cartels, and that this money was channelled into funding poll expenses in Goa and other states.

Specifically, both the ED and the CBI have alleged the policy allowed cartelisation and favoured certain dealers, who paid bribes for liquor sale licenses.

The AAP has strongly refuted all charges. The Delhi government reported a 27 per cent increase in income from the policy and generated Rs 8,900 crore in revenue. The party has also accused the BJP of manipulating the central agency to target it.

Uttarakhand First To Clear Uniform Civil Code Bill, Other States Line Up

BJP-ruled Uttarakhand has become the first state to pass the Uniform Civil Code (UCC) bill, a move that could encourage other BJP-ruled states to follow suit. Rajasthan has already said it wants to introduce a UCC bill in the next assembly session.

UCC refers to a common set of laws that are applicable to all Indian citizens, and is not based on religion in dealing with marriage, divorce, inheritance, and adoption, among other personal matters.

“Today is an important day for Uttarakhand. We have passed a bill that people across the country have been demanding for a long time, and Uttarakhand is the first to pass it. I want to thank all the MLAs, and the people of Uttarakhand who gave us a chance to come to power and eventually pass the bill,” Uttarakhand Chief Minister Pushkar Singh Dhami told reporters outside the assembly.

Mr Dhami thanked Prime Minister Narendra Modi for his strong support and encouragement.

The Chief Minister said the bill was not against anyone, but for the benefit of everyone, especially women.

“This bill was not passed against anyone. It will give the right to equality to everyone without any discrimination on matters like marriage, maintenance, inheritance, and divorce… It will mainly remove discrimination against women,” the Chief Minister said.

After the bill was introduced in the house today, the Opposition had demanded that it should be sent to a select committee of the assembly first.

Once the bill gets the Governor’s consent, Uttarakhand will become the first state after Independence to get a common law on marriage, divorce, land, property, and inheritance for all citizens, irrespective of their religion.

Mr Dhami said the UCC can be amended in future if the need to add a specific clause arises.

Sharad Pawar’s Party Assigned New Name By Election Commission

Veteran politician Sharad Pawar‘s party has a new name – the Nationalist Congress Party Sharadchandra Pawar – the Election Commission said Wednesday, a day after it ruled the faction led by his nephew, Ajit Pawar, is the ‘real’ NCP and will be allotted its name and symbol (a clock).

The Election Commission said it had accepted “the name of your group/faction as a onetime option for the purposes of the forthcoming election to six seats in the Rajya Sabha from Maharashtra”.

The poll body has yet to allot a symbol for the NCP Sharadchandra Pawar; sources told NDTV the choice is between the rising sun (a variation is used by Tamil Nadu’s ruling Dravida Munnetra Kazhagam), a pair of glasses (a variation is with the Indian National Lok Dal), and a banyan tree.

On Tuesday the Election Commission said the NCP faction led by Ajit Pawar – who broke from his uncle’s side in July to align with the BJP and be sworn in as Maharashtra Deputy Chief Minister – could retain use of the party name and symbol since he had more MLAs in the state Assembly.

The NCP has 53 MLAs and only 12 have sided with Sharad Pawar.

Sharad Pawar was given till 4 pm today to come up with an alternative name.

Sources said the 84-year-old Sharad Pawar held several meetings with lawyers and party leaders to come up with a name. The party, sources said, is keen on keeping either ‘Nationalist’ or Mr Pawar’s name front-and-centre, to counter a potential bleeding of votes in centre and state elections.

A challenge, party leaders have admitted, is spreading awareness about any new name so close to an election since voters, particularly in rural areas, will identify the clock image with Sharad Pawar.

Other names considered were Sharad Pawar Congress and Sharad Pawar Swabhimani Paksh.

The poll body’s decision – which played out exactly as the Sena vs Sena fight, in which the faction led by Eknath Shinde (made Chief Minister after breaking the Shiv Sena and allying with the BJP) was recognised as the ‘real Sena’ – has been fiercely criticised by lawmakers loyal to Sharad Pawar.

“The whole world knows who founded the NCP… So what the Election Commission did despite that is the murder of democracy by the election commission,” Anil Desmukh, a former Minister, said.

Sharad Pawar’s camp will move the Supreme Court against the Election Commission’s decision, senior leader Jayant Patil has said. “It is our innocent expectation the court will stay the decision…”
