A 30-year-old woman delivered a baby on a road in Mumbai’s Kurla area on Thursday prompting the police to rush the mother and her newborn to a civic hospital, an official said.

An official from VB Nagar police station said they were informed in the afternoon about a woman giving birth to a baby near Kamani Junction.

The woman, identified as Suvarna Mirgal, became unconscious after the delivery. 

The Nirbhaya Squad of the police station rushed to the spot and shifted her and the infant to the nearby civic hospital, he said, adding that both are doing fine.

Later, senior inspector Rajeen Chavan and other officials visited the woman and her baby at the hospital, he said.

The Nagaland Legislative Assembly, in its special session on Thursday, unanimously passed the Nagaland Municipal Bill 2023, inducting women’s participation in 33 per cent reservation.

A special session of the 14th Assembly was held at the Nagaland Legislative Assembly in Kohima. Legislatures from different political parties participated in the discussion and gave their support to pass the Bill.

Nagaland Chief Minister Neiphiu Rio said that in the draft of the new Municipal Bill, the provisions relating to taxes on land and buildings have been excluded and the provision for one-third reservation of seats in urban local bodies for women is kept in the bill given the clear directions of the Supreme Court.

However, the provisions for one-third reservation of the offices of the chairperson in urban local bodies for women, which were there in the earlier Municipal Act have not been included in the Municipal Bill.

Mr Rio said that the new law, which the state is going to have, is not the end but only a beginning and therefore the time has come for women to participate and perform in the administration of the urban local bodies and expressed hope that in a short time, the state will see positive and meaningful results.

Mr Rio said that the rate of urbanisation in Nagaland has been quite rapid of late and that there are now 39 urban local bodies across the state.

“We have to provide this growing urban population the required urban infrastructure and urban amenities through local self-governments,” Mr Rio added while also stating that the state has lost many precious decades in negotiating for a consensus on the issue of ULBs, with the passage of the new Nagaland Municipal (Bill), 2023.

He exuded hope that the new ULBs would be able to take the required steps to make our cities and towns better administered, more developed, more organised, more clean and more beautiful.

While answering queries on the sidelines after the session on the ULB, Mr Rio said, “Everybody agreed and if there’s a doubt we’ll make them understand and bring everybody on board”.

Mr Rio said that due consultations would be taken. The process has started and once it is notified, the electoral roll and all necessary things will be processed, he added.

On the issue of the Eastern Nagaland People’s Organisation, Mr Rio said, “The ball is in everybody’s court it’s not one man’s game”.

He said that the state has given the assurance of the five points and has told them that the state supports its demands but in this kind of developmental activity there should be no politics, Mr Rio said.

“The Government of India, Home Minister, Interlocutor AK Mishra and the Home Secretary assured that it will be a tripartite talk”, which means the central government, the Eastern Nagaland People’s Organization and the state government.

The Delhi Metro Rail Corporation (DMRC) has revised the timings of the last metro services on Diwali day, November 12. On account of the festival, the last train services from all stations of Delhi Metro will start at 10pm from their terminal stations on Sunday, the DMRC said in a statement. All other train services will run as usual for the rest of the day on Diwali, the officials added. 

“On account of the Diwali festival, the last Metro train service on November 12 will start at 10 PM (instead of the routine 11 pm) from terminal stations of all lines, including Airport Express Line,” the DMRC said.

On account of the Diwali festival, the last Metro train service on 12th November 2023 (Sunday) will start at 10:00 PM from terminal stations of all Lines including Airport Express Line.

The revised schedule for Diwali can affect the late-night travellers of the Delhi Metro. On Sunday, the train services will commence from 6:00 am onwards on all lines from 4:45 am on the Airport Express Line, said DMRC. 

Metro train services will commence from 06:00 AM onwards on ALL LINES/SECTIONS and from 4:45 AM on Airport Express Line on this Sunday (Diwali).

On regular days, the last service in all Delhi Metro corridors will leave at 11 pm. The revised timing for Diwali day on Sunday is applicable for all metro lines in the national capital. From Monday onwards, the services will be functioning as usual. 

The Delhi Metro has 12 lines and 288 stations including the Noida-Greater Noida Aqua line and Rapid Metro in Gurugram. 

Meanwhile, in the wake of rising air pollution in the national capital, the DMRC has begun 20 extra train trips for the convenience of daily commuters. The move is aimed at encouraging people to ditch their personal transport and opt for public transport in Delhi and its adjoining areas of Noida, Ghaziabad and others. 

Notably, Delhi Metro is already running 40 additional train trips on weekdays (Monday-Friday) from October 25 onwards when GRAP-II stage had come into force. GRAP categorises actions into four stages: Stage I – ‘Poor’ (AQI 201-300); Stage II – ‘Very Poor’ (AQI 301-400); Stage III – ‘Severe’ (AQI 401-450); and Stage IV – ‘Severe Plus’ (AQI >450).
