The State Investigation Agency (SIA) conducted raids in central Kashmir, targeting former members of the banned JKLF, as part of their investigation into the 1990 murder of Sarla Bhat, a Kashmiri Pandit woman. Bhat disappeared from her hostel in April 1990, and her body was later discovered in Srinagar.

On April 18, 1990, Sarla Bhat was abducted from the hostel by terrorists affiliated with JKLF. The next morning, her bullet-riddled body was found at Umar Colony, Mallabagh, Soura.
