PM Modi Sets Ambitious India Economic Goals For Probable 3rd Term

Prime Minister Narendra Modi, confident of winning the national election starting this month, has set an ambitious target of roughly doubling the economy and exports this decade, according to a government document seen by news agency Reuters.

PM Modi has highlighted economic growth as one of his biggest achievements in election rallies and has “guaranteed” making the economy the third-largest in the world from fifth now if he wins a third term in a row as polls predict.

He has already asked officials to finalise plans by around May to expand the economy to $6.69 trillion in nominal terms by 2030, from around $3.51 trillion currently, according to the October document. Though short on concrete details of how to achieve that, it has been a basis for officials’ meetings.

When he took office for a second term five years ago, PM Modi promised to take the economy to $5 trillion by the current fiscal year, but partly due to COVID-19 related disruptions, meeting that target is virtually impossible now.

For the next six years, PM Modi’s goal is to raise per capita income to $4,418 from around $2,500, the document says, without specifying the spending or reforms needed to achieve that.

PM Modi’s office and the finance ministry did not reply to requests seeking comment.

Independent economist Saugata Bhattacharya said doubling the economy by the end of the decade would be a “very difficult feat” requiring 6 per cent-6.5 per cent growth for the next seven years along with inflation of 4.5 per cent.

The economy is, however, expected to have grown by around 8 per cent in the last fiscal year ended March 31, the fastest among major countries, on the back of strong manufacturing and construction activity driven by government spending.

A former senior finance ministry official, Subhash Chandra Garg, said growth projections like those in the document are mostly based on “backward arithmetical calculations” and lack any “reform and investment plan”.

“Usually such mental gymnastics based on arithmetic calculations and assumptions are meaningless unless there is serious reform and investment plan to test it for real economy dynamics,” said Mr Garg, the Modi government’s finance secretary until 2019.

The opposition Congress says India’s economic growth in the past few years under PM Modi has done little to create jobs and alleviate rural distress, while the disparity between rich and poor has widened. The document says PM Modi’s government wants exports of goods and services to jump to $1.58 trillion by 2030 from around $700 billion, which could double the share of Indian exports in global trade to more than 4 per cent.

The government also plans to focus on 70 areas of improvement including workforce skills and vocational training, critical demands of industry leaders who often complain about the skill levels of the labour force. It wants the literacy rate to rise to 82 per cent by 2030 from about 78 per cent now, unemployment to fall to less than 5 per cent from 8 per cent, and labour force participation rate to jump to more than 50 per cent from 46 per cent now.

PM Modi has said in rallies he needs to remain in power to implement measures to take India towards a developed economy by 2047, the 100th year of Independence, from mid-income levels now. He has not spelt out the measures.

Opinion polls show he will win big in the elections starting on April 19 and ending after seven phases on June 1, with vote counting on June 4.

A coalition led by PM Modi’s BJP could win nearly three-fourths of parliamentary seats, according to a survey on Wednesday, while the Congress could hit a record low.

He would be the first person since Prime Minister Jawaharlal Nehru to win three consecutive terms.

Robert Vadra, Congress leader Priyanka Gandhi Vadra‘s husband, has hinted at his political debut – a blockbuster entrance from the party’s stronghold of Amethi in Uttar Pradesh. On Thursday evening he declared “the people of Amethi expect me to represent them… if I decide to become a MP”.

Mr Vadra also snuck in a jibe at Amethi’s current MP – Union Minister Smriti Irani – telling news agency ANI “the person who was elected last time is only concerned with attacking the Gandhi family, and not with ensuring the development of the area and well-being of its people”.

“For years… the Gandhi family worked hard in Raebareli (the Congress’ other Uttar Pradesh stronghold, which was won by Sonia Gandhi in 2019), Sultanpur, and Amethi. But now people of Amethi are troubled by the current MP. They believe they made a mistake by electing her,” he said.

“When the people of Amethi feel they have made a mistake, when they feel they want the Gandhi family to come back or if they want me… then they will give a big win to the Congress,” he said.

Amethi votes on May 20, in the fifth phase of polling. Results will be out on June 4.

Will He, Won’t He? Robert Vadra’s Political Debut

This is not the first time Mr Vadra has flirted with the idea of joining politics.

In April 2022 he said he was ready to do so “if people want”.

“If people wish I should represent them, and if I can bring some change, then I will take this step,” he told reporters in Madhya Pradesh’s Ujjain, claiming he only wants serve people “in a major way”.

“Let’s see what happens ahead. We used to discuss every day in the family about the kind of politics taking place today and how the nation is changing,” he said.

Three years before that – in the build-up to the 2019 general election – Mr Vadra said he would not enter active politics till he is cleared of charges in an ongoing corruption case. He said, “I am always going to be in India (but) I will not be active politics till I clear my name. That is my promise.”

Mr Vadra faces multiple corruption charges, including an Enforcement Directorate investigation relating to alleged money laundering in the purchase of a property in London in the United Kingdom.

At the time Mr Vadra – as he said today too – also emphasised his desire to “earn” any political recognition or electoral win that may come his way.

“I have utmost respect for the legacy. It’s not OK that because I am part of this family I can say, ‘I am also somebody important or significant’. I have to earn it. That’s what my mother taught me,” he told NDTV in an exclusive interview.

Congress’ Amethi Candidate?

The Congress will contest 17 of UP’s 80 Lok Sabha seats, with the remaining 63 going to INDIA bloc ally Samajwadi Party and regional outfits. The party has declared candidates for 14 seats so far.

On its candidates for Amethi and Raebareli, the party has remained silent.

There was furious speculation last month that Rahul Gandhi and Priyanka Gandhi would pose a high-profile twin challenge to the BJP, which has dominated UP’s electoral politics over the past decade.

Mr Gandhi was supposed to contest the Amethi seat he held from 2004 till 2014, till the shock loss to Smriti Irani in the 2019 election. The senior Congress leader lost by over 50,000 votes.

Ms Irani was his rival in 2014 and 2019, and has been tasked with defending her seat in this election.

The BJP’s plans for Amethi, therefore, are clear.

Less clear are its plans for the Raebareli, which has been held by former Congress boss Sonia Gandhi since 2004. Mrs Gandhi will not, however, contest this election; she has shifted to the Rajya Sabha.

There was (and still is) talk that the Congress will field Priyanka Gandhi Vadra, from the seat, setting up what will be an interesting husband-wife combination for Amethi and Raebareli voters.
